The
Minnesota Fugitive Task Force (MFTF) today, announced the arrest of
Charles Boyd Edward Vance, age 41, of Minneapolis, Minnesota. Vance
was arrested on Monday, December 17, 2007, at approximately 9:30 am,
in Jaco, Costa Rica. Prior to his arrest, the MFTF was able to track
Vance to Costa Rica and provided this information to Interpol, which
then located and arrested Vance, with assistance from the U.S. State
Department's Regional Security Office. Vance was living in Costa Rica
using a counterfeit Mexican passport.
A
federal criminal complaint filed August 16, 2003, in United States District
Court, District of Minnesota, Minneapolis, Minnesota, charges Vance
with Unlawful Flight to Avoid Prosecution based on a local complaint
filed on July 20, 2000, in Dakota County District Court, Hatings, Minnesota,
that charged Vance with Controlled Substance Crime in the First Degree.
Charles
Boyd Edward Vance also had outstanding warrants for his arrest from
Wadena County for Burglary Second Degree/Forced Entry-Residential; and
Hennepin County for Possession of Controlled Substance.
This
fugitive investigation and subsequent arrest was a joint operation that
included the Minnesota Fugitive Task Force, Interpol, Costa Rican authorities,
U.S. State Department- Regional Security Office and FBI offices in Minneapolis,
Washington, DC and Panama City, Panama.
